The situation  has been studied in the east , west , north and south of the country …

  • The importance of implementing huge economic plan.
  • Importance of implementing a strategic security plan.
  • To Put  the social reconciliation in position of importance.

Bring back the state sovereignty.

Libyans should  agree on a government of national unity.

Under this vision, goals well be drawn up under these stages:


  • Raise national pride.
  • All Libyans are equal.
  • Involve all Libyans.
  • Enable the Libyan citizen access to education and health also to ensure the best standard.
  • Should deal equally with Law, Justice and state agencies with all citizens.
  • Loyalty of Military Doctrine should be specified to God and to the nations.
  • Infrastructure development.
  • Libya’s cooperation with the neighboring countries.
  • The state moves forward.


To do this:

We formulate objectives and results in a phased manner of togetherness for everyone to implement them.

Policies proposed


  • Establishing the concept of citizenship.
  • Recognition of the people that we are in an emergency situation.
  • Loyalty to God and the nation , and that constitutional principles should as a contract between citizens.
  • The entire territory of the country under the auspices of the responsible authority.
  • Government should control the whole state facilities.
  • Only Government should  negotiate agreements with other countries.
  • Connecting bridges of communication with all parties of society.
  • Strengthening of local governance to be integrated and consistent with the central authorities.
  • Provide and define the relationship between the central agencies and local authorities.
  • Implement strategic energy plan.
  • The benefit of the  national resource.
  • Provide real security climate for all citizens.
  • Building a real Social Security system.
  • Develop Software tools for documentation and information.

      • Fill the void in the local authorities and strengthen the country’s position and support the participation of everyone by rearrangement of the systems of services and economics.The need of developing a strong government characterized by transparency.

      • Providing all the service facilities at a decent level right for every citizen.

  • Honesty and integrity of financial disclosure.

  • Provide expertise to discover and identify labor problems.
  • Insightful vision for the future and gain methodology in dealing with issues.
  • To show the truth in word and deed.
  • Courage in decision-making and implementation.
  • To rely on references to honest and be clear in the behaviors derived from the Islamic religion.
  • No more autonomy for regions , tribes but stick to patriotism and preserve the unity of the Libyan soil.

  • Signing agreements with international agencies relating to bilateral relations and topics shared with other countries.


Compassionate relations with major powers.

The need to build bridges of communication with the international community.

  • Need to make links which are  mutually beneficial with NATO and the European Union’s.
  • The strategic position  of Libya give a unique privilege to a gate way  for transit commerce between Africa and Europe and the rest of the world.
  • Must find strong relationships with all international organizations   WHO – UNESCO – FAO and others.



  • Strengthening the social levels :



    • Rebuilding trust between the people of the nation.
    • Draw up a national reconciliation process.
    • Establishment of transitional justice.
    • Investigate violations.
    • Work on establishing the truth about past abuses and disappeared persons.
    • Declare not to repeat past abuses and reform the legal systems.


In order to achieve this:


  • From committees to establish the truth.
  • Approving judicial process.
  • Approving reparation process.
  • Approving compensation process for people and their families.
  • Approving platform for institutional reform.
  • Strengthening the social levels.
  • Return of the Libyans immigrants.
  • Control and inspection.
  • Financial supervision to fight corruptions.
  • Control to deal with the administrative chaos.
  • Security controls to ensure human rights.
  • Judicial oversight to remove injustice.


Reparations for the state stages and rebuilding the institutions


To create a lasting commercial plan that both creates wealth for Libyans and facilitating the wealth of neighboring states, thereby eliminating the need for mass migration and illegal, criminal and terror activities.

EE Zones

Create a regional network of Entrepreneurial Economic Zones which support and facilitate trade and development across our borders.

  • The EE Zones shall be formed for each border, out of Commercially Smart Villages each of which maybe based on an historic community or new business.
  • Bilateral Agreements
    • Each EEZ will develop Cross border trade and working practices shall be governed by an Inter Country Bi lateral Trade Cooperation Agreement.
  • Transport & Logistics
    • The EEZ system will be supported by new national Air, Land and Sea transport and logistics network.
  • Security
    • As well as the inherent impact of employment and associated wealth security will be facilitated by new border surveillance systems and cross border security / defense collaboration agreements including Europe and NATO.
  • Energy
    • A new approach to energy will support the national development. This will include, a higher added value oil and gas business and new Energy Trading collaboration agreements with mutually beneficial partners
  • Industrial Base
    • The region needs and requires higher added value products for both Libya and African States, this will involve Manufacturing and Service industries such as software.

EE Zones

  • National Zone
    •  To stimulate International Growth, all of Libya will be given a Tax Free Status this will include any business, import and export taxation.
  • EE Zones
    • There are 6 Land borders plus Coastal Waters, all of these will be designated as their own EE Zone Status. These Include:
      • Chad
      • Sudan
      • Egypt
      • Tunisia
      • Algeria
      • Niger


  • Commercially Smart Villages – CSVs
    • Each border already has historic Trading / Crossing points with various degrees of social infrastructure.These will form the Initial basis of the supporting CSVs which will underpin and facilitate the Zone with practical projects and initiatives. It is likely that each Zone and CSV will have differing initiatives depending on the social and geo locations resources and capabilities.
  • Bilateral Trade
    • Each zone will have initiatives based on central and local government policies and general trade and social conditions defined by each Border Bilateral Agreement.
    • It is presently envisaged that as part of each bilateral workers from African states will be invited to work tax free in each zone without the need for visas, just a simple registration to receive pay.
    • Our expectation, ultimately once up and running, is that over 70 % of the goods and services will involve and be from other extended African states.
    • Whilst the focus is on neighboring countries the involvement of other interested investing nations will be also be invited and maybe covered by further bilateral agreements.

Commercially Smart Villages – CSVs

  • CSVs
    • CSVs are the practical underpinning and implementation of the EE Zone program.
    • They are the building blocks and will be formed where ever they are required or the correct stimulus occurs.
    • Initially they will be formed at Border Crossings and Historic trading centers but this will expand to new entrepreneurial areas to accommodate and stimulate the new businesses.
  • Border Crossings
    • There are 8 existing main Land Border crossings as follows, and to begin with most of these will have a CSV:
      • Tunisia – Wazzin & Ras Ajdir
      • Algeria – Ghadames & Ghat
      • Niger – Tumo
      • Chad – Alsarra
      • Sudan – Al Awayna
      • Egypt – Musaid

Transport and Logistics

  • A national Transport an Logistics System will be developed with international hubs feeding both the National networks and acting as a feeder hub into other African nations. Supporting this will be national network to bring all of the country into the social economy.
  • Ten regional International Airports as Passenger, Commercial and Freight Hubs
    • Ghadames
    • Benghazi
    • Sabha
    • Zuwarah
    • Labraq
    • Tobruk
    • Kufra
    • Ghat
    • Tripoli
    • Misrata
    • Sirte
    • Alzawia
  • Multi site Commuter and Freight Forwarding Airline and Airport Network.
  • Key Port and Shipping Network expansion.
  • National Ground Mass City Transport and Freight System – Rail and Road.
  • Inter City and State Ground Transport and Freight System.


The creation, development and maintenance of all:


  • Tobruk Port
  • Derna Port
  • Benghazi Port
  • Sirte Port
  • Misrata Port
  • Alkomes Port
  • Tripoli Port
  • Al zaweya Port
  • Zuwarah Port



  • An integrated approach to energy development and trade is proposed
  • Under a Multi-lateral Agreement with the EU Libya will be come a stable energy supplier for Northern Europe
  • This will include developing a National and International Power Grid and distribution system including:
    • A European Power Feed via Tunisia.
    • A National Power Grid Network.
    • An International Grid into African Countries via each of the CSVs.
    • Mountain Energy Storage Facilities.
    • Substantial Development of Solar Power generators connected to the Power Network.
    • The Oil and Gas industry will also become more stable and higher value.
    • A more robust network of oil pipelines will be developed.
    • High Value Products – Instead of just pumping crude oil out into tankers each field will produce high value petroleum products locally for export.
    • These processes will be embedded in the CSVs where possible.
